House Lawmaker Proposes Federal 'Personhood' Bill

February 11, 2015 — Rep. Alex Mooney (R-W.Va.) is reintroducing a bill (HR 816) that would define life as beginning at fertilization, West Virginia MetroNews reports.

According to MetroNews, the measure is the latest version of a bill (HR 1091) that Rep. Jim Jordan (R-Ohio) introduced last session. Mooney said the former measure garnered 130 co-sponsors last session and that the latest bill has more than 50.

Bill Details

The measure states that "[t]he terms 'human person' and 'human being' include each and every member of the species homo sapiens at all stages of life, includ[ing] the moment of fertilization, cloning or other moment at which an individual member of the human species comes into being."

Specifically, the measure cites "right to life protections" granted under the 14th Amendment, according to MetroNews (Johnson, West Virginia MetroNews, 2/9).

Mooney said, "The justification for Roe v. Wade is that Congress has never defined when life begins." He added that his bill would "establis[h] the fact that human life begins at conception" (Ebert, Charleston Daily Mail, 2/9).
